Is it true Harold Ballard built an apartment right in the Gardens? If so, where was it in the building?
I personally don't know, and this is all I was able to find.

Ballard did have his own apartment inside MLG.
After drafting Russ Courtnall in 1983, Russ and his mother were flown to Toronto and were given a tour of the apartment by Ballard himself. Mrs. Courtnall was shocked when shown the bedroom. On the bed was a naked life-sized, inflatable doll. Ballard uttered, "I guess the cleaning lady hasn't been in yet"
